The VCBA is a collection of charities across VA along with supporting entities such as suppliers, manufacturers and many concerned citizens who are passionate volunteers and are committed of funding hundreds of charitable endeavors across our beloved commonwealth.

Our Leadership Group

Ann Quiring – Ann has been working for nonprofit companies since 2007 after moving to Moseley from her hometown of Raleigh, NC, in 2006. She began working at the Midlothian YMCA in the aquatics department and has worked with the Active Adults program and Wellness departments ever since. In 2012, Ann was approached by the board president for FC Richmond Soccer Club about taking on a new project: serving as its manager of charitable gaming. This is FC Richmond’s most prominent fundraising project and currently operates two evenings a week. Ann will tell you that it is equal to the whole operation of a small business – requiring all the same elements of dedication to be successful. This means that Ann is managing three nights of charitable gaming each week: two for FC Richmond and one for River City Loves Kindness.
Chuck Lessin –Chuck founded the VCBA in 2010 and is serving as the legislative director. Chuck has been a leader in the charitable gaming industry for over 40 years. His involvement in the operational, legislative, and legal elements of charitable gaming has spearheaded the VCBA’s success. Chuck currently serves as the chairman of the Commonwealths charitable gaming board.
Matthew Benka, president of MDB Strategies LLC, has thirty years of lobbying, government affairs and public relations experience. He has advised two Governors, political campaigns, local governments, regional entities, state-wide associations, international conglomerates to small family businesses. Has been a member of economic trade missions to Singapore, the United Kingdom, Israel and Poland.
Dave Albo -Dave Albo is a Government Relations attorney and a Virginia state lobbyist. Dave helps businesses, from small to Fortune 500, trade associations, and individuals who need to amend, pass, eliminate or defeat legislation and regulations; access government services; defeat adverse government actions; and acquire government contracts from the State or local governments. He also counsels clients on politics and elections.
Dave brings to his clients deep experience with the legislative process and access to elected and appointed officials in state and local government legislative and executive branches. As an elected member of the Virginia House of Delegates for 24 years, Dave sponsored over 75 original bills that were passed. Dave was Chairman of the House Courts of Justice (Judiciary) Committee. He played a role in passing or defeating tens of thousands of bills. During his over two decades of service, he had daily interaction with the state executive branch and local government agencies. Most recently, he was appointed to serve on Gov. Youngkin’s Transition, on the Transportation Landing Team
Chris Woodfin

Chris Woodfin is a private practice attorney with offices in Williamsburg and Richmond, Virginia.  A native Virginian, he has nearly thirty years of government affairs and lobbying experience.  He has advised numerous political campaigns, Congressmen, members of the Virginia General Assembly, and state-wide and regional business associations in the Commonwealth.

A member of the Virginia State Bar since 2012, Woodfin graduated with his Bachelor of Arts from the College of William and Mary, his Masters of Arts in Government from Regent University and received his law degree from the Regent University Law School.
